It’s not all that exciting, quite honestly. Basically what you’d expect. The folks in charge of the smoking division (as of 2016, not sure about now) are intentionally lumping vapes in with tobacco products because they are convinced that vapes normalize smoking, in spite of evidence to the contrary. It’s an ideological position.
