Employers do pay for commutes. They pay for it in the employment marketplace, because jobs which are more difficult to commute to, or which are in higher rent areas, pay more salary to their employees.

Or alternately,

Employees who choose to live further from work are “paid” for that choice in how much cheaper their house is.
