The giant, sweeping nature of this plan is the reason this plan cannot be allowed to happen. Because if it were to happen in response to a virus that has killed (currently) less than 1% of 1% of the population, then the plan could be used for basically any reason at all. The knife is too sharp, and too tempting, and will get used next year, and the next, on increasingly smaller “problems.”
